Administrative responsibility extended to obscene, insulting, and offense-promoting content online

Under the new legislation, a person’s act of broadcasting or posting information about their own offense online will be classified as an administrative violation. Specific sanctions for such violations have not yet been disclosed.

The law also establishes administrative liability for:

• Using obscene or offensive language online
• Insulting or humiliating other citizens
• Engaging in actions that disrupt public order or disturb public safety
• Promoting participation in military operations
• Violating legal norms related to property during enforcement procedures

The bill was initially reviewed in the first reading in early February. During the March 17 session, lawmakers refined its provisions, incorporating suggestions and feedback from relevant ministries and agencies to improve clarity and editorial accuracy.

Officials say the law aims to strengthen legal culture in the information space, ensure public safety, prevent the promotion of offenses online, and close existing legal gaps regarding administrative responsibility for such actions.

With its adoption by the Legislative Chamber, the bill now moves to the Senate for final approval.
