New government decree mandates periodic replacement of car "tech passports"
Under a new government decree, Uzbekistan has introduced updated regulations concerning vehicle registration certificates and the process for transferring liability for traffic violations. Starting April 1, vehicle registration certificates, commonly known as "tech passports", will now be issued for a fixed term of five years, requiring mandatory replacement upon expiration.
The fee for the issuance or renewal of a vehicle registration certificate has been set at 6.84 times the Base Calculating Amount (BCA), which currently amounts to UZS 2,818,080.
In addition to the changes regarding documentation, the government has established a formal procedure for notifying Road Traffic Safety Service authorities when the right to drive a vehicle is transferred to another person. This system allows vehicle owners to shift the legal responsibility for traffic violations to the actual driver of the vehicle.
Starting today, owners can notify authorities of such transfers through the Single Interactive State Services Portal (my.gov.uz) or the "SafeRoad" mobile application managed by the Road Traffic Safety Service of the Department of Public Safety. To utilize this service, the vehicle owner must log into their personal account on the portal or app and complete a request form specifying the duration for which the driving rights have been granted.
The individual receiving the driving rights must then confirm the application and provide consent to have any future traffic fines issued in their name. This confirmation can be completed using an electronic digital signature, Mobile-ID, or Face-ID. A fee equivalent to 10% of the BCA (UZS 41,200) is charged for using this notification service.
