Uzbekistan to issue passports for homeless people at no charge
A number of measures have been approved in Uzbekistan to protect and support homeless persons, Kun.uz correspondent reported with reference to the Ministry of Internal Affairs.
These measures are stipulated by the government decree of December 26, 2018 “On Amendments and Additions to the Regulation on centers of internal affairs bodies for the rehabilitation of homeless persons”.
Now, when persons without a certain place of residence apply to the migration and citizenship registration department, information on the date and place of birth and residence, the presence or absence of a birth certificate or other identity documents, information about parents, spouses, children and other close relatives will be clarified against former address of permanent residence.
If the migration and citizenship registration department establishes that a person doesn’t have a citizenship of Uzbekistan or another state, it will issue a certificate, temporarily confirming the identity of the stateless person. After that, together with the local khokimyats, measures will be taken to obtain a permanent residence permit.
It is noteworthy that a person without a certain place of residence, who previously had a passport of a citizen of Uzbekistan, but who lost it and does not have a permanent residence permit, will again apply for a passport on the basis of a temporary residence permit as an exception. In addition, in such cases, when issuing passports, persons without a certain place of residence will be exempted from the administrative responsibility for the loss of documents.
Also now, state fees for issuing passports to persons without a certain place of residence will be paid at the expense of local budgets of Karakalpakstan, regions and Tashkent, on the basis of applications from migration units and registration of citizenship of district (city) internal affairs agencies.
