The number of crimes related to illicit drug trafficking in 2018, compared with the same period in 2017, decreased by 12%.

This was discussed at the extended meeting of the Defense and Security Committee under the Legislative Chamber, where the report of the National Information-Analytical Center for Drug Control at the Cabinet of Ministers was heard.

According to the Center, the number of drugs seized by law enforcement agencies in 2018 decreased by 41% compared with 2017. In 2018, on land plots with a total area of 7477 square meters were found and destroyed wild cannabis plants (anasha). Consequently, 449 people were brought to administrative responsibility in 2018.

In addition, last year as a result of the measures taken, 250 cases of illicit trafficking of drugs containing narcotic substances were identified, more than 157,000 tablets and ampoules were withdrawn from circulation. In 2018, 46 foreign citizens who committed crimes related to the illicit trafficking of narcotic drugs and psychotropic substances were detained on the territory of the country. 15 of them were citizens of the Islamic Republic of Afghanistan. A total of 190.6 kg of narcotic drugs were seized from drug traffickers.

In 2018, there was also a decrease in the spread of drug addiction. For example, in 2017, 8,000 patients were registered at drug treatment clinics, and in 2018 – 6,100 people. However, 12.6% of HIV-infected people registered in 2018 are drug addicted. In general, thanks to the large-scale work carried out, the number of people who are in the dispensary and preventive registration, as persons taking psychotropic substances for non-medical purposes, has decreased significantly.

The Center notes that maintaining high opium poppy cultivation rates in Afghanistan is one of the factors leading to a decrease in the effectiveness of measures to combat the influx of drugs in the region.
