The national press center hosted a press conference on the activities of the Senate Commission to promote revitalization of representative local authorities in the first half of this year and plans for the future, the Senate press service reports.
At meetings of the commission held in the first half of this year, 12 issues were discussed. At the plenary sessions of the Senate, reports were heard from the khokims of the Kashkadarya, Tashkent and Syrdarya regions on development of the territories and activities of local councils of people’s deputies.
This made it possible to develop effective measures to study the systemic deficiencies in the activities of representative bodies of local government, to conduct their discussion and to eliminate them. At the same time, special attention was paid to the socio-economic problems at places, in particular, provision of electricity, drinking water, natural and liquefied gas, and repair of internal roads. Concrete suggestions and recommendations were given to eliminate the identified shortcomings.
The Commission, within the framework of controlling-analytical activities on the basis of monitoring, studied the practice of discussing at district councils of people’s deputies the effectiveness of the use of agricultural land areas. Based on this, deputies, the self-government bodies of citizens, together with representatives of the general public, carry out monthly public control over the effective use of agricultural land, hold discussions.
In addition, in districts and cities of the Tashkent region, sessions of district (city) councils of people’s, devoted to measures to ensure parliamentary, deputy and public control over the execution of tasks related to the integrated development of territories and elimination of problems affecting the population, were held. During the sessions, reports of 82 officials were heard, relevant decisions were made on the 75 issues discussed.
“A concept was developed for local councils of people’s deputies to create an information resource and model sites that provide automated collection and processing of information in order to ensure openness and effectiveness of local representative authorities,” the chairman of the commission to promote revitalization of representative local authorities Tolibjon Madumarov said.
In accordance with a joint resolution of the chamber councils of Oliy Majlis on February 14 of this year, a working group was created to study the issue of depriving regional, district and city khokims of the status of council chairmen of people’s deputies.
This working group and commission adopted a program of measures to deprive khokims of the above-mentioned status and a joint resolution of the chamber councils of Oliy Majlis on its approval was signed.
