One of the most significant features of the law, which differs from the previous one, is the issue of citizenship of the Republic.
According to the new law, the followings are considered citizens of Uzbekistan:
- a person permanently residing in the country as of July 28, 1992, not being a citizen of a foreign state, and wishing to become a citizen of Uzbekistan;
- a person, who used to live on the territory of Uzbekistan and left the country for study purposes before July 28, 1992, and who returned to Uzbekistan within one year after completion of studies or military service, or a person who has residence permit in the Republic of Uzbekistan and he/she does not have a foreign citizenship.
The law also provides for the recognition of citizenship of Uzbekistan in respect to stateless persons.
In particular, a person, who entered the territory of Uzbekistan before January 1, 1995 and received a residence permit, if he/she has not received a foreign citizenship and been stateless person before the entry into force of this Law, and a person residing in the Republic of Uzbekistan on the basis of residence permit and willing to become a citizen, shall be recognized as a citizen.
In addition, a child whose parents (a single parent) are citizens of Uzbekistan is also recognized as a citizen of the country in accordance with the aforementioned grounds.
The law (excluding Articles 6, 45 and Part 1 of Article 55) shall enter into force within six months after the date of its official publication.
