Uzbekistan will introduce new rules for medical education and professional registration, including family medicine training, a state register of medical workers, the abolition of qualification categories, and new monthly allowances for nurses and family doctors under two presidential decrees signed on September 10.

The decrees — No. UP-191 on reforming medical and pharmaceutical education and No. UP-192 on the state registration of medical and pharmaceutical workers — outline the changes.

Starting in the 2027/2028 academic year, medical universities will offer a six-year bachelor's degree in General Medicine under a “5+1” model, with final-year students completing a full year of practical training. Graduates will qualify as general practitioners and be able to work as family doctors in accordance with established procedures.

Students currently enrolled in the existing bachelor's degree program in Medicine will continue their studies under adapted curricula and educational programs.

All undergraduate medical programs will require final-year students to complete a full academic year of practical training. Dental clinics will also be affiliated with medical universities to provide practical training for dental students.

Starting in the 2026/2027 academic year, universities will introduce residency programs in Family Medicine. Graduates will qualify as family doctors.

From the 2027/2028 academic year, universities will train specialists in specialized medical fields exclusively through residency programs.

Residents enrolled under state-funded grants will receive a monthly stipend equal to 2.15 times the minimum wage.

Starting July 1, 2027, Uzbekistan will gradually introduce state registration for medical and pharmaceutical professionals. The Ministry of Health will determine which specialties require a special examination for registration and which can receive registration without one.

A Unified Electronic Register of Specialists in Medicine and Pharmacy will be established to handle state registration, monitor professional activities and provide access to relevant information.

Until 2030, registration will remain voluntary and valid for five years. From 2030, only registered medical and pharmaceutical professionals will be allowed to practice, and practicing without state registration will be prohibited.

The system of assigning professional qualification categories to medical and pharmaceutical workers will also be abolished from 2030.
