Procedure for registration of vehicles transported across customs border may change

The State Customs Committee proposed amendments and additions to the regulation on the procedure for registration of vehicles transported across the customs border.

A draft document “On amendments and additions to the regulation on the procedure for registration of motor vehicles transported through the customs territory” has been published on regulation.gov.uz, the portal for discussing draft normative-legal acts. The State Customs Committee has developed this project.

As noted, when importing a foreign motor vehicle into the territory of the Republic of Uzbekistan, a customs officer on duty draws up an “obligation to export a motor vehicle”, with the exception of motor vehicles imported for repair purposes, including the restoration and replacement of components.

The control document registers the import of vehicles for the above purposes for the delivery of goods at the customs post. These vehicles are documented by the customs post of foreign economic activity in the customs regime “processing in the customs territory”, and are not registered with the territorial bodies of the state road safety service (SRSS), electronic information about them is also not sent.

“Obligation to export a motor vehicle” is printed optionally in the state (Uzbek), Russian or English languages by a customs officer through the unified automated information system (UAIS) “Avto”, and issued to the owner of the foreign motor vehicle (driver).

Citizens of Uzbekistan or stateless persons residing in the territory of the Republic are prohibited from driving vehicles, imported by foreign citizens on the basis of the “obligation to export a motor vehicle”.

If a driver leaving the territory of Uzbekistan addresses the customs authorities in a written form about the temporary storage of a vehicle until the expiration of the temporary importation period, for the temporary storage of this vehicle at places established by the customs authorities, the fee specified in paragraph 16 of these Regulations shall not be levied, with the exception of the costs associated with the storage of the vehicle.

Electronic information about foreign motor vehicles that have not been exported from the territory of the Republic for more than 5 days after the deadline is generated in the UAIS “Avto” will be sent to the traffic police in real time.

If, on the basis of the data of the State Customs Committee, the territorial bodies of the SRSS have not identified foreign motor vehicles that have not been taken out of the territory of the Republic, they shall be reported to the territorial bodies of the state customs service within three working days to take measures established by law”.

Based on the results of the consideration, the customs posts will issue duplicate obligations for the export of vehicles within one business day. The word "Duplicate" is written on the right corner of the above document, and is certified by the signature of the head of the customs post or his deputy, and the seal of the post.
