Customs administration to be reformed
President Shavkat Mirziyoyev signed a decree on reforming the customs administration and improving the activities of the State Customs Service.
The document approved a concept for reforming the customs administration and increasing the effectiveness of State Customs Service bodies in 2020-2023, including the following areas:
- Further improvement of the legal and regulatory framework of customs;
- Development of the institutional framework for customs operations and infrastructure, making optimal use of existing capacities;
- Ensuring the transparency and efficiency of customs operations by introducing modern and advanced information and communication technologies in the customs sphere within the digital economy;
- Improving the implementation of the fiscal function of customs authorities, simplification of tariff and non-tariff regulation of foreign economic activities, etc.
From 1 August 2020, real-time rail transport organizations will, free of charge, provide customs authorities with information on the movement of wagons and containers within the country under customs control, by integrating its information systems with Customs information systems. Also, customs information system “Single Window” will be introduced at border customs posts.
In accordance with the procedure that will be introduced from November 1, 2020, several changes are expected: the time for the issuance of customs declaration is reduced from 3 days to 1 day depending on the level of risk; the cases of customs escorts of the goods are reduced, except the cases prescribed by law; the State Customs Committee is introducing the risk management system at road border customs posts.
