Deputies approve bill on Uzbekistan’s accession to the Kyoto Convention in first reading

On December 4, a regular meeting of the Legislative Chamber of Oliy Majlis took place, at which deputies approved in the first reading the bill “On joining the International Convention on the Simplification and Harmonization of Customs Procedures (Kyoto, May 18, 1973, amended on June 26, 1999)”.

Chairman of the State Customs Committee Azimov made a presentation on the bill.

“Deputies stressed that joining this convention contributes to the improvement of the activities of state customs authorities, the improvement of the ratings of Uzbekistan in the annual report of the World Bank and the International Finance Corporation’s “Doing Business” report, as well as in the international Logistics Performance Index (LPI). It will also create favorable conditions for attracting foreign investment to our national economy,” the lower house of parliament noted.
 
The provisions of the Kyoto Convention are aimed at stimulating foreign trade by simplifying and speeding up customs procedures, ensuring that these benefits do not harm the interests of states (replenishment of state budget revenues and protection of the external market). At present, 126 countries out of 183 member states of the World Customs Organization have joined the Kyoto Convention, including 7 CIS members (Russia, Ukraine, Belarus, Azerbaijan, Armenia, Kazakhstan, Tajikistan).

The Convention obliges states to build their national legislation in such a way that customs formalities are simple, understandable and predictable.
