Deputy khokim of Tashkent city beats, insults a mahalla chairman in Tashkent region
Bakhtiyor Rakhmonov, the first deputy khokim of the city of Tashkent, insulted Alisher Ikramov, the chairman of the “Usta Normat” mahalla in the Akkurgan district, Tashkent region, and used physical force against him. The Minister for Support of Mahalla and Family confirmed this information after conducting a study on the report circulated on social networks.
The ministry officials contacted Alisher Ikramov to clarify the situation and received preliminary information on the situation. It turned out that Bakhtiyor Rakhmonov “punished” the mahalla chairman for non-fulfillment of tasks not related to his official duties.
According to Ikramov, on May 9 this year he was summoned to Rakhmonov’s father’s house, located on Dekhkanabad Street in “Usta Normat” mahalla. He was insulted by Rakhmonov and even physical force was used against him for non-fulfillment of tasks, which are not related to his official duties, the ministry said in a statement.
Currently, the situation is under the control of the Minister for Support of Mahalla and Family, and the ministerial working group is studying the details of the incident.
Based on the findings of the working group, the ministry announced that it will take all necessary measures to protect the legal interests of Alisher Ikramov and in general, all employees of the mahalla system within its competence as defined by law.
For information, according to the Law of the Republic of Uzbekistan “On citizens’ self-government bodies” adopted in the new edition on April 22, 2013, the interference of state bodies and their officials in the activities of citizens’ self-government bodies is not allowed.
According to the presidential decree of February 18, 2020, the Ministry for Support of Mahalla and Family has the right to submit a proposal to the Prime Minister on the application of punitive measures against officials of state bodies and organizations for involving mahalla employees in meetings not related to their duties, unreasonable interference in their activities, violation of the requirements for assigning irrelevant tasks.
It should be recalled that Bakhtiyor Rakhmonov was appointed first deputy khokim of Tashkent for Architecture, Capital Construction and Communications Development in January 2021, replacing Davron Khidoyatov, who was transferred to the Tashkent regional administration.
