Uzbek students studying on the basis of 3+2 program in Russia complain about absence of governmental support

An appeal to the President of about twenty young men and women who are in Russia has gone viral on social networks. Citizens of Uzbekistan complain that they were deceived by the leadership of the Fergana Public Health Medical Institute. At the same time, they are being ignored abroad and receiving no governmental support.

“We had to study in Uzbekistan for three years, the fourth and fifth years – in the city of Krosnadar. After we arrived here, they accepted a part of us and rejected the rest. Our problem is that on August 30, we will be kicked out of the dormitory. We have nowhere to go. Now our contract has been canceled and they are saying that you are not considered our students,” one of the students said asking the head of state for help.

“Students of the Faculty of Dentistry and Treatment are gathered in the city of Kuban, Russian Federation. How they treat us here is completely inhumane. We were brought here by deception. Akmal Siddikov, rector of the Fergana Public Health Medical Institute, always refused to meet with us. After they brought us to Russia by deception, they accepted only twenty of us and decided to expel the rest,” another student said.

The authors of the video message said that the officials in Russia informed that not a single penny of the tuition fee paid by the Uzbek students for 3 years has been received, therefore the contract concluded between the two countries has been cancelled.

According to the students, the cost of one-year study at the Fergana Public Health Medical Institute was $3,000. Studies at the Faculty of Dentistry and Treatment are organized on the basis of a 3+2 joint program. That is, students had to study for 3 years in Uzbekistan and 2 years in Russia.

As it turned out, the students who were determined not to study at a higher educational institution in Russia were already excluded from the ranks of students of the Fergana Public Health Medical Institute.

No officials have made a statement or responded to the problems of Uzbek students who are wandering in Russia and have sent an appeal to the President as the final solution.

The Deputy Speaker of the Legislative Chamber of Oliy Majlis Odiljon Tojiyev emphasizes that Minister of Higher Education Abdukodir Toshkulov, Minister of Health Behzod Musayev, Rector of Fergana Public Health Medical Institute Akmal Siddikov should immediately comment on the incident.

“I saw the video message on social networks that some young people from Uzbekistan, who were in Krasnodar, were deceived by representatives of the Fergana Public Health Medical Institute, and now they are being ignored.

Unique conclusion: Let the law work. It doesn’t matter whether he is a rector or a minister, let him hold accountable when the law is violated.

Although the Ministry of Higher and Secondary Specialized Education is fully responsible for this matter, why is no immediate action being taken?

At the same time, deputies do not have the right to remain silent as they have left a gap in the legislation for such a contravention. We will send a deputies’ request to the competent authorities. The parliament will take special control over this issue,” the deputy said.

Odiljon Tojiyev emphasized that the children’s future should be clarified, and then the issue of those who participated in this confusing work should be considered.

It should be recalled that the Fergana Public Health Medical Institute has been established in order to train highly qualified personnel in the field of healthcare, sanitary-epidemiological wellbeing and public health, to further improve the system of professional development of employees, and to provide medical organizations, including primary medical and sanitary care institutions, with professional specialists.
