“We will make every effort to increase the average life expectancy in our country from the current 73 years to 78 years in the future,” he said.

For this, the following will be the main task until 2030:

• reduction of maternal and child mortality, genetic diseases among children by at least 2 times;
• reducing premature death by 2.5 times due to oncology, cardiovascular, diabetes, respiratory and infectious diseases.

In this:

• 120,000 oncology, 350,000 diabetes, 1.5 million cardiovascular disease patients will be fully covered;
• treatment of “Hepatitis C” disease will be started at 100% state expense;
• the incidence rate of “tuberculosis” will be drastically reduced from the current 34 per hundred thousand inhabitants.

At the same time, from next year, a guaranteed medical package consisting of treatment of 10 most common diseases and 6 medical services will be provided to the population free of charge.

In order to save the lives of oncological patients, stem cell transplantation will be launched for the first time in the country. Expenses in this regard are fully covered by the state for children of needy families.

Free distribution of 7 types of vitamins, iodine and folic acid to children of childbearing age and pregnant women will be continued in the coming years.

The healthcare system will be fully digitized and the health insurance system will be introduced.

By 2030, the amount of annual funds allocated to medicine from the budget will be doubled to $6 billion.

The field of social services will be completely revised. Professional social workers are established in each neighborhood and they provide social services on a targeted basis. A separate “social service case” is opened for each family that is in a difficult life situation or is at high risk of falling. In these families, social services such as improving the conditions, treating them, delivering medicines, placing their children in kindergarten and school, and providing financial assistance are provided.

Every year, the state undertakes free treatment of 5,000 children with heart defects and 10,000 babies with a high probability of vision loss.

The social services scattered in the current 6 ministries will be united and the National Social Protection Agency will be established (poverty, health, school education, finance, internal affairs, higher education). At least 10% of the staff for the new Agency will be recruited among persons with disabilities. All funds allocated to social protection will be channeled through a separate fund established under the Agency, and its expenses will be transparent.
