Reports that surveillance cameras recording violations on roads in the capital have started to fine pedestrians are not true. Officials informed Kun.uz that within the framework of the event “Diqqat, piyoda!” (“Attention, pedestrian!”), explanation work is being carried out with pedestrians who have broken the rules.
There are no surveillance cameras installed on the roads in Tashkent that can identify individuals and issue fines, Kun.uz reports citing the Traffic Safety Service under the MIA Public Security Department.
It is noted that now inspectors of the road patrol service register pedestrians who violate the rules using special tablets, detect their identity and issue administrative protocols.
Due to tablets, it does not take 1-2 hours to record such violations as before. A person’s identity is clarified through a fingerprint and an administrative protocol is drawn up.
According to the traffic safety service, within the framework of the event “Attention, pedestrian!”, pedestrians who violate traffic rules are stopped by inspectors, and the rules they must follow are explained to them.
In what cases are pedestrians fined?
The majority of road users are pedestrians. In turn, their non-compliance with the traffic rules will result in administrative liability. Article 138 of the Administrative Responsibility Code stipulates that pedestrians who violate traffic rules shall be fined.
According to the article, pedestrians are fined in the amount of one third of the base calculating amount in the following cases:
• disobeying traffic signals;
• crossing the traffic section of the road in unmarked places.
Also, on the traffic part of the road: among other things, using a phone while moving on a pedestrian crossing, reading books or periodicals, watching video materials, listening to audio materials, using other electronic devices that distract attention will cause a fine.
Today, this fine amounts to 110,000 soums.
