Neighborhoods throughout the republic to receive support through newly created encouragement fund

According to the resolution of the Cabinet of Ministers dated May 18, a fund for encouraging the activities of mahallas will be created under the Association of Neighborhoods of Uzbekistan.

As Norma.uz reports, funding for the “Obod va xavfsiz mahalla” (“Prosperous and safe neighborhood”) fund from the budget of the Ministry of Employment and Poverty Reduction is being terminated.

The association is given the Navbakhor sanatorium and resort complex, located in the Kibray district of the Tashkent region, free of charge, with the obligation to pay the remaining part of the Aloqabank loan.

Within two months, the association was instructed to open a call center for residents’ requests to improve the activities of neighborhoods.

The association plans to create a training and methodological center for workers in the neighborhood system of Uzbekistan, as well as a media center and press club.

The sources of formation of the Fund for Encouraging the Activities of Neighborhoods are identified:

•  10% of funds from the annual public charity works;
•  10% of the net profit of organizations in the neighborhood system;
•  sponsorship donations from individuals and legal entities;
•  grants from international financial institutions and foreign organizations and more.

The fund’s funds can be used for:

•  supporting the activities of neighborhoods, protecting their rights and legitimate interests, and developing the mahalla system;
•  implementation of the principle of a prosperous and safe neighborhood;
•  encouragement and advanced training of members of the neighborhood “seven” and other goals.

The association of neighborhoods with departments in Karakalpakstan, regions, and Tashkent and departments in districts and cities was created by a decree of President Shavkat Mirziyoyev dated December 21 on “dramatically increasing the role of the neighborhood institution in society and ensuring its functioning as the primary link in solving the problems of the population”. At the same time, the Republican Council for the Support of Neighborhoods was formed with regional, city, and district councils.
