Property owners to receive full market value compensation for demolitions
Starting from March 1, 2025, a new procedure will be introduced for constructing multi-apartment residential buildings based on renovation.

A presidential decree on “Additional Measures for the Further Development of the Housing and Mortgage Market” has been adopted.
Key changes effective from May 1, 2025:
- All processes, from initiating construction to obtaining a permit for operation, will be carried out entirely online through the "Transparent Construction" system.
- To obtain an occupancy permit for a completed multi-apartment residential building, only conclusions from the Inspection for Control in the Field of Construction and Housing and Communal Services and the State Fire Safety Authority will be required.
- The practice of conducting instrumental-technical inspections before issuing occupancy permits for multi-apartment residential buildings registered and supervised by the inspection authority will be abolished.
New renovation procedure from March 1, 2025:
- Initiating a renovation project will only be permitted after all property owners have signed a notarized agreement.
- Property owners will be offered one of the following types of compensation, based on their preference:
- Ownership rights to new fully completed apartments in the newly constructed residential buildings under the renovation program, with an area not smaller than their previous housing. Additionally, all relocation costs during the construction period, including temporary rental expenses, will be fully covered.
- Full compensation for the market value of the demolished residential or non-residential property.
- Other forms of compensation agreed upon with the initiator of the renovation project.
