Uzbekistan partners with Turkish housing agency TOKI for social housing and urban renewal
The National Committee for Urbanization and Sustainable Development of the Housing Market has reached an agreement with TOKI, Turkey's state-backed housing development administration, to cooperate on housing construction, urban development, and renovation initiatives.
During an official visit to Turkey, the chairman of the National Committee, Sherzod Kudbiev, met with the head of TOKI, Mustafa Sungur, in Ankara. The discussions focused on the Turkish agency's extensive experience in providing high-quality, affordable housing and modernizing outdated housing stock.

A central point of the meeting was TOKI's revenue-sharing model, which the agency utilizes to self-fund its public initiatives. According to TOKI officials, this approach allows the administration to generate substantial capital from higher-value commercial real estate projects. The profits are subsequently reinvested into building social housing, expanding public infrastructure, and executing large-scale urban renewal projects.

TOKI has a long track record in the affordable housing sector, having successfully built and delivered 1.7 million social housing units since its inception.

Following the talks, Mustafa Sungur confirmed that TOKI is prepared to deploy Turkish experts to work directly alongside the National Committee. The joint team will focus on designing and implementing a comprehensive pilot renovation program tailored for Uzbekistan.
