Social cards to replace cash for state business support programs

Grants, subsidies, and loans allocated to the public for business creation will be transitioned to a cashless format, according to a government resolution issued on March 11, as reported by the Ministry of Justice’s legal information channel.
The document approves regulations for the State Targeted Fund for Poverty Reduction, which aims to provide financial assistance to members of low-income families and individuals or legal entities contributing to their employment.
Additionally, a new procedure for distributing subsidies, grants, and loans has been established. Starting October 1, the government will gradually transition these payments from cash to social cards.
Subsidies for household farming development will be provided through a tripartite agreement involving the Poverty Reduction Fund, the applicant, and a purchasing organization that will acquire the harvested produce.
Eligible individuals can apply for subsidies by contacting a local government assistant, submitting a request through the Unified Public Services Portal, or using the Online Mahalla system.
The subsidy amounts are as follows:
- Up to 30 BCU (11.25 million UZS) for establishing smaller greenhouses
- Up to 10 BCU (3.75 million UZS) for purchasing irrigation equipment
- Up to 3 BCU (1.125 million UZS) for acquiring seedlings and seeds
In February, the president approved measures to reorganize the financial assistance system aimed at ensuring employment. By 2026, all cash-based financial aid will be transitioned entirely to social cards.
