Uzbekistan introduces automated penalty point system for drivers starting June 1
The Cabinet of Ministers has approved a resolution introducing a penalty point system for traffic violations. Drivers will be assigned from 0.2 to 2 penalty points, but only for violations directly recorded by traffic police officers. Drivers who accumulate 12 points within 12 months will be disqualified from driving for a period of 6 months to 3 years.

A government resolution titled “On the Introduction of a Penalty Point Assessment System for Traffic Violations” was officially published.
Signed on May 6, the resolution will take effect on June 1.
According to the document, penalty points will be assigned to drivers solely based on fines formally issued by traffic police officers. The points will be calculated automatically through the E-jarima system without human involvement.
Violations detected by automated photo and video surveillance systems will not be subject to penalty points. This issue will be reconsidered only once a mechanism is developed to identify the driver behind the wheel at the time of such violations. The Ministry of Internal Affairs is expected to submit its findings to the government on this matter (no deadline has been specified for this task).
Drivers who do not commit any traffic violations within a 12-month period will be rewarded: the first violation committed after this clean period will not result in any penalty points.
If a driver receives a penalty point but avoids committing any further violations for the next six months, two points will be deducted from their total.
If a driver accumulates 12 points within 12 months, the relevant documents will be automatically submitted to court without human involvement, and the driver will be notified via SMS. According to the law, the court will then rule to suspend the driver’s license for a period ranging from six months to three years.
