Investor proposes 30-storey building at former Chorsu Hotel site despite master plan restrictions

According to Tashkent’s current master plan, no building higher than 20 storeys can be constructed on the site of the former Chorsu Hotel. However, a private investor has unveiled a project featuring a building exceeding 30 storeys. In response to a Kun.uz inquiry, the head of the city’s construction department said the project has not yet been submitted to the relevant authorities.

Construction of the Yangi Chorsu complex on the former hotel site is expected to begin by the end of 2025. Last week, a private investor presented the project to the public, which included a building taller than 30 storeys.

Under the city’s master plan, however, buildings in this area must not exceed 20 storeys.

Speaking to Kun.uz, Aziz Khudoynazarov, head of the Tashkent City Construction Department, said the Yangi Chorsu project has neither been submitted for review nor approved.

“The Ministry of Construction has not given permission for the company’s project. No conclusion has been made about whether it will be 30 storeys or otherwise, since the project has not yet been approved.

“Secondly, this material has not been formally submitted to the city’s architecture council either. They may have held some kind of presentation, but the documents have not been officially filed with the ministry.

“At this stage, only a preliminary permit for future design work has been issued. This does not mean the project has been approved – it is just an authorization for the earlier stage of the process,” Khudoynazarov explained.

He added that the design shown to the public “may simply be a business plan, but until it is formally approved, it carries no legal force.”

About the Yangi Chorsu project

The Chorsu Hotel, built in 1982, had been out of use since the 2000s. In early 2025, the building was dismantled after a technical inspection found its structure severely deformed and unsuitable for reconstruction.

On the site, Manar Development plans to build the Yangi Chorsu complex. The company presented the project at a press conference on 23 September. The development will include residential buildings, a hotel, retail, and entertainment facilities, with an estimated cost of $100 million.

The legal entity behind the project – Manar Group LLC – has a charter capital of UZS 130 billion. Its sole founder is Payzullajon Mirzaev, who also holds stakes in several other companies, including Orient Group Management LLC.

The head of Manar Group is Davron Fayzimatov, who previously held senior positions at Orient Group and Golden House.

Possible changes to the master plan

Tashkent’s master plan was approved at the end of 2024 after several years of delays. However, soon after, the city administration and construction companies began pushing for amendments.

According to the Ministry of Construction, “the current document uses outdated calculations regarding building heights in certain areas.”

Earlier, Kun.uz drew attention to a growing number of projects in Tashkent that contradict the master plan, listing several examples.
