Ombudsman demands full investigation into case of woman abused by police in Fergana

The Senate Committee on Defense and Security has taken the case involving officers of the Furqat district Department of Internal Affairs (DIA) in Fergana region under parliamentary oversight. The case concerns a woman who was allegedly beaten and filmed naked by police officers.

According to the Senate’s official statement, parliamentary control has been established to ensure that the Ministry of Internal Affairs (MIA) and other law enforcement agencies make a lawful decision on the incident. The committee also emphasized its zero tolerance for any form of law violation.

The Office of the Commissioner for Human Rights (Ombudsman) has also placed the case under supervision. The Ombudsman’s regional representative in Fergana has conducted an inquiry into the matter.

According to information provided by the Fergana Regional Prosecutor’s Office, an investigation was carried out into the incident. On June 18, 2025, charges were filed against the head of the Furqat district DIA, A.Kh., and his first deputy, J.R., under several articles of the Criminal Code, including Article 141-1 (Part 2, “a” and “b”), Article 141-3 (Part 2, “b”), Article 142, Article 206 (Part 1), and Article 230-2 (Part 1). The investigation has been completed, and the criminal case has been submitted to court.

However, four other responsible officers of the Furqat district DIA were released from criminal liability under Article 84 of the Criminal Procedure Code, which has caused the victim to express strong objections.

“The Ministry of Internal Affairs and other law enforcement agencies must ensure that every individual involved in the incident is held accountable through a full and impartial investigation. Any form of violence or humiliation against a person constitutes a violation of constitutional rights and entails legal responsibility. Our legislation prescribes punishment for actions that demean human dignity,” the Ombudsman’s statement reads.

The Ombudsman strongly condemned any acts contrary to human dignity and called for a comprehensive and unbiased examination of the conduct of everyone involved in the incident.

Earlier, Kun.uz published an investigative report about the case involving Gulirano Qosimova, a former school principal in Furqat district, who was allegedly beaten by police officers, had her clothes torn off, and was filmed naked.
