Uzbekistan aims to increase air passenger traffic to 24 million by 2030
Uzbekistan has identified key priorities for the development of civil aviation, including growth in passenger transportation, an increase in the number of flights, and the establishment of a dedicated industry support fund.

A presidential decree titled “On measures to streamline the implementation of state policy in the field of civil aviation” outlines the main development targets for the sector through 2030.
In particular, the following goals are planned for the coming years:
• increase the volume of air passenger traffic to 24 million people;
• raise the number of international and domestic flights to 200,000;
• expand the fleet of aircraft operated by Uzbek airlines to 180 units.
In cooperation with the Ministry of Economy and Finance, it has been instructed to allocate funds between 2026 and 2028 for the development of civil aviation infrastructure – including the modernization of airports, construction and reconstruction of facilities, and their equipment with modern technologies.
To achieve these goals, UZS 250 billion will be allocated annually from the state budget.
Plans also include the establishment of a specialized aviation medicine department to conduct medical examinations for civil aviation personnel and the creation of an Aviation Industry Support Fund.
Furthermore, starting 1 January 2026, state budget allocations for the maintenance of the Uzaviation Agency will be discontinued. From the end of 2025 onward, the 20% deduction from the net profit of the state enterprise Uzaeronavigation Center, previously directed to the Agency’s Development Fund, will also be abolished.
