Authorities plan major review of state aviation sector – airports, airlines, and Uzaeronavigation under scrutiny
Under a presidential decree, the Accounts Chamber has been instructed to conduct a comprehensive audit of entities holding a dominant position in the aviation market by 1 August 2026. The review will be carried out jointly with the Committee for the Development of Competition and Consumer Protection, the Ministry of Transport, and the Ministry of Economy.
The audit will cover all airports classified as natural monopoly entities, airlines with over 50% state ownership, and the state unitary enterprise “Uzaeronavigation” Center. Upon completion, the findings will be submitted to the Presidential Administration.
Within two months, the Ministry of Transport must develop an action plan to improve the technical condition and cabin interiors of aircraft operated by resident airlines on international routes. The plan should also include requirements for eliminating aircraft defects during base maintenance and measures to enhance the quality of catering and ground handling services provided by external contractors.
In addition, within three months, the Ministry of Transport must launch an information system and a call center under the “Uzaviation” Agency to handle passenger complaints. The ministry is also tasked with preparing proposals for the Cabinet of Ministers on introducing the Skytrax international service quality assessment and monitoring system, used by leading airports and airlines worldwide.
Personal responsibility for implementing the decree has been assigned to Deputy Prime Minister Achilbay Ramatov and Minister of Transport Ilhom Mahkamov.
