According to the regional administration, a groundbreaking ceremony took place on 2 November near the village of Oqbilol in the Fergana district, about 10 kilometers southwest of the regional center. The plant is being constructed by the Chinese company China Everbright International Ltd.

The facility will process 1,500 tons of waste daily – up to 547,000 tons per year – and supply 227.5 million kWh of electricity to the national grid.

The $141.5 million project is expected to ease the pressure on local landfills and improve energy supply in the region. The plant will also create up to 400 new jobs.

The construction of the waste-to-energy plant in Fergana was approved by a presidential decree issued on 24 March this year. In total, six similar facilities are planned across Uzbekistan to convert waste into electricity.

Under the plan, waste-to-energy complexes will be built in six regions – Tashkent, Andijan, Namangan, Fergana, Kashkadarya, and Samarkand. The project designs were presented to the president in October 2024.

In July this year, construction began on two other waste-to-energy plants: one in Andijan, in cooperation with China International CAMC Engineering, and another in Samarkand, in partnership with Shanghai SUS Environment.
