Uzbekistan plans to construct 140,000 new apartments in 2026 as part of a broader strategy to boost employment and develop regional infrastructure. Regions will receive UZS 20 trillion for local infrastructure projects, with allocations tied to performance and efficiency.

On 19 November, President Shavkat Mirziyoyev held a meeting to discuss measures for increasing household incomes, reducing unemployment, and setting priorities for the coming year.
Construction remains a central sector for job creation. Investment projects totaling UZS 675 trillion are planned for 2026, with more than half (UZS 380 trillion) allocated to construction. Regional governors are expected to directly employ 20,000–25,000 people in construction activities, with an additional 10,000 jobs generated through supporting infrastructure projects.
For the first time, regions will have discretionary access to UZS 20 trillion for community-level infrastructure works. Funds will be prioritized for districts and cities that demonstrate the most effective use of resources.
As an example, Dustlik district in Jizzakh region initially received UZS 5 billion to build a 2-kilometre round-the-clock street. The district later received an additional UZS 10 billion to enhance the riverside, establish 130 enterprises, and create 700 jobs.
“From now on, any governor who works efficiently and achieves results through well-planned projects will receive additional funding,” the president said.
At the same time, the president criticized Tashkent’s Bektemir district and several other areas where authorities failed to implement priority projects. Governors have been instructed to identify high-impact initiatives that generate employment and ensure all preparations are completed by the end of the year.
