Government to offer targeted support for training and education of low-income youth
According to a presidential decree, starting from 1 February 2026, young people from families included in the Register of Low-Income Households will be eligible for free military service in the mobilization call-up reserve, reimbursement of driving school expenses, and partial payment of tuition fees at vocational and higher education institutions. These costs will be covered by the Youth Notebook funds.

Under the decree, beginning 1 February 2026, the following benefits will apply to young people from families listed in the Register of Low-Income Households:
- Free military service in the mobilization call-up reserve will be introduced, while the current practice of allocating separate subsidies for this purpose will be discontinued.
- Through Youth Notebook funds:
- A subsidy will be provided to cover the cost of driver training courses for obtaining driving license categories A, B, D and DE.
- Up to 50 percent of tuition fees at vocational and higher education institutions will be paid, based on the beneficiary’s fulfilment of the terms of the social contract. The amount must not exceed 50 times the BHM (base calculation value) per academic year.
- An individual may use no more than two types of social assistance within one year.
The new mechanism is intended to help young people acquire professional skills, increase their participation in higher and vocational education, and ensure that social assistance is delivered in a targeted and clearly defined manner.
