Under the updated E-Permit system, permits will now be issued on a request-based basis. The Ministry of Transport urged Uzbek carriers to apply only when they have a specific planned shipment and a genuine need for a permit.
The ministry said obtaining permits as a reserve without an actual transport requirement unnecessarily uses the available quota and reduces opportunities for other carriers.
Applicants must now specify the border crossing points they plan to use to enter and leave China.
Carriers are required to follow the route stated in their applications, comply with established freight transport regulations and observe the rules governing their stay in China.
Transport authorities in both Uzbekistan and China will record violations committed by carriers. If a violation is registered, the electronic permit system will automatically restrict the carrier’s eligibility to receive permits in the future.
The Ministry of Transport also warned that technical problems may occur while the updated permit system is being introduced.
If a malfunction occurs, carriers have been advised to report it along with the company’s name, vehicle registration number or application number.
