Government to ban cash payments for real estate and vehicle sales
Non-cash payments will be expanded.
The president has signed a decree “On additional measures aimed at expanding non-cash payments and reducing the share of the shadow economy”.
According to the decree, the following have been set as the main target indicators for reducing the share of the shadow economy by 2030, including:
- reducing the share of the unobserved economy to GDP by 1.3 times;
- increasing the share of non-cash payments made by the public in the trade and services sectors to 75 percent.
Starting from 1 April 2026, payments for the following will be made exclusively via bank cards or electronic payment systems:
- services provided by government bodies;
- payments for electricity, natural gas and drinking water;
- alcoholic and tobacco products;
- retail sales of oil and gas products at fuel stations and services for charging electric vehicles;
- goods and services valued at more than UZS 25 million;
- the sale and purchase of real estate, as well as vehicles in categories M, N, O and G produced within the past 10 years, and special-purpose vehicles.
