Uzbekistan to introduce new subsidy system for domestic flights

Uzbekistan will introduce a new subsidy mechanism for domestic air travel as part of broader efforts to expand passenger transport capacity amid rising tourist flows. The measures were announced during President Shavkat Mirziyoyev’s annual address to the Oliy Majlis and the people of Uzbekistan on December 26.

The president said growing tourism requires a twofold increase in passenger traffic by air and rail. By 2026, the number of aircraft in Uzbekistan’s aviation fleet is set to rise to 120.

To stimulate domestic air travel, a new subsidy system will be introduced. Under the revised mechanism, airlines will receive a fixed subsidy for each ticket sold, regardless of its price. The measure is expected to help reduce fares and boost demand for domestic flights.

Mirziyoyev also announced plans to establish a Civil Aviation University to train pilots for new aircraft, as well as specialists in aircraft maintenance, airport services, and airport management.

In parallel, the government will adopt a five-year program to develop domestic railways. Starting in 2026, construction will begin on an additional 500 kilometers of railway lines to connect cities via high-speed rail.

As early as next year, 110 kilometers of railway will be built to link the Buka, Pskent, Bekabad, and Bayaut districts, as well as the city of Nurafshon, with the capital.

Construction will also begin on a new high-speed rail line for passenger trains along the Tashkent – Samarkand route.

In addition, President Mirziyoyev announced that railway stations in Tashkent, Samarkand, Bukhara, Khiva, and Navoi will be transferred to public-private partnership arrangements.
