Uzbekistan revises launch date for free inpatient care under state insurance

The president has changed the deadline from January 1 to July 1, 2026. State health insurance is expected to be rolled out nationwide by the end of this year.

The introduction of free planned inpatient care under state health insurance has been postponed by six months, according to a presidential decree dated December 30, 2025.

The document amends a presidential resolution dated September 5, 2024, which had envisaged that from January 1, 2026, citizens would be entitled to receive free planned inpatient medical care based on an electronic queue at medical institutions where state health insurance mechanisms have been introduced.

The deadline has now been shifted by six months – to July 1, 2026.

The right to receive free planned inpatient medical care is granted to:

  • individual income tax or social tax payers;
  • individuals who, in accordance with the Tax Code, have paid the established amounts of taxes required for the calculation of work experience;
  • minors, school pupils and students, pregnant women, individuals caring for children under the age of two, officially registered unemployed persons, pensioners, as well as members of low-income and poor families included in the state social protection registries.

In September 2024, it was reported that state health insurance would be introduced from October 1 of the same year in Tashkent and the Syrdarya region. In 2025, the launch of state health insurance was planned in six additional regions, and by the end of 2026 the system is to cover the entire country.
