Government unveils four-stage framework to boost startups and digital growth

Uzbekistan plans to introduce a new, comprehensive system of support for startups, including grants and tax incentives, as part of a broader push to accelerate digital transformation and expand the country’s innovation ecosystem.

President Shavkat Mirziyoyev reviewed the progress achieved in the digital sector and the priority objectives for 2026 during a presentation on January 20, according to the presidential press service.

Citing assessments by international experts, officials reported that in 2024–2025 the total value of Uzbekistan’s startup and venture ecosystem reached $3.9 billion. The number of domestic startups has exceeded 750, while 15 venture funds are currently operating in the country, with total venture capital volumes surpassing $180 million. Uzbekistan is now ranked as the world’s second fastest-growing startup ecosystem and the fastest-growing in Central Asia.

Strategic targets through 2030 include increasing the number of startups to 5,000, supporting at least 200 startups in entering international markets, and expanding total venture investments to $2 billion.

To achieve these goals, a four-stage startup support system is being introduced based on international best practices. The framework will cover the idea, development, launch, and scaling stages, with tailored measures at each phase. These include grants, tax incentives, co-financing mechanisms, and compensation for export-related expenses.

The presentation also outlined ambitious plans to further develop digital public services. Authorities aim to increase the number of available e-government services to 900, expand the functionality of the MyGov.uz mobile application, and introduce artificial intelligence into more than 50 public services. Additional initiatives include the creation of a Unified Population Register and the full digitalization of key processes such as business registration, individual entrepreneur workforce accounting, issuance of bank cards, acquisition of SIM cards, and access to insurance and advertising services.

Significant progress has also been reported in building artificial intelligence infrastructure. A small supercomputer has already been commissioned, while work on procuring and launching a large-scale supercomputer is in an advanced stage. As part of the project, AI laboratories will be established in 15 higher education institutions, strengthening specialist capacity and expanding opportunities to develop and deploy domestically produced AI solutions.

At the meeting, officials stressed the need to expand the network of modern data centers across the country’s regions, while ensuring the security, reliability, and continuity of data storage and processing.

Looking ahead to 2026, Uzbekistan also plans to accelerate the rollout of 5G technologies, extend high-speed internet coverage to more populated areas, and make wider use of satellite communications.

President Mirziyoyev emphasized that digital technologies play a direct role in boosting economic competitiveness, improving the efficiency of public administration, and enhancing quality of life. He instructed relevant officials to ensure the timely and effective implementation of the outlined initiatives.
