Global AI adoption report places Uzbekistan near bottom
Uzbekistan has ranked near the bottom of countries using artificial intelligence tools most actively, according to Microsoft’s Global AI Adoption in 2025 report.
The study, published by Microsoft and based on telemetry data collected from user devices, assesses how widely artificial intelligence technologies are used across different countries. It measures the share of the working-age population actively using AI tools, including neural networks and generative AI services.
The United Arab Emirates topped the ranking, with 64 percent of its working-age population actively using AI tools. Singapore followed in second place with 60.9 percent, while Norway rounded out the top three at 46.4 percent.
By contrast, Uzbekistan recorded one of the weakest results in the report. As of the end of 2025, only 6.3 percent of the country’s population were active users of artificial intelligence tools. This placed Uzbekistan among the lowest-ranked countries globally, ahead only of Cuba, Afghanistan, Tajikistan, Turkmenistan, and Cambodia. Growth in AI adoption during 2025 was also minimal, increasing by just 0.6 percentage points over the year.
The report lists the following countries as the top 10 users of artificial intelligence in 2025:
- United Arab Emirates – 64%
- Singapore – 60.9%
- Norway – 46.4%
- Ireland – 44.6%
- France – 44%
- Spain – 41.8%
- New Zealand – 40.5%
- Netherlands – 38.9%
- United Kingdom – 38.9%
- Qatar – 38.3%
South Korea recorded the fastest growth in AI adoption over the year. The country climbed seven positions in the ranking, from 25th to 18th place, as the share of AI users rose to 30.7 percent. According to Microsoft, this represented an 80 percent increase compared with the end of 2024.
Despite having the largest number of ChatGPT subscribers and more than 120 data centers, the United States ranked only 24th in overall AI adoption. Microsoft noted that countries with smaller populations tend to achieve higher levels of digital penetration, a trend reflected in the rankings.
In its conclusions, Microsoft stated that one in every six people worldwide now uses generative artificial intelligence services. The company described this level of adoption as a remarkable achievement for a technology that has entered everyday life only recently.
