More than 500,000 people penalized for administrative offences in Uzbekistan in 2025
Over half a million people in Uzbekistan were subjected to administrative penalties in 2025, according to data released by the Supreme Court.
District and city criminal courts reviewed 690,879 administrative offence cases involving 825,050 individuals during the year, the court’s press service said. As a result, administrative penalties were imposed on 509,146 people.
Fines accounted for the vast majority of sanctions. Courts imposed financial penalties on 415,531 individuals, while 91,663 people were sentenced to administrative arrest.
The highest number of administrative cases was recorded in Tashkent city, as well as the Tashkent, Fergana, Samarkand and Andijan regions. In 121,906 cases, individuals were released from administrative liability after reaching reconciliation with the affected party.
According to the Supreme Court, most of the cases involved minor hooliganism, failure to comply with the lawful orders of internal affairs officers, insults, and violations related to trade and service provision rules. Other common offences included operating passenger transport services without a licence, breaching rules on the use of electricity, heat and gas, consuming alcohol in public places, carrying cold weapons or items that could be used as such, and driving under the influence of alcohol.
Courts also frequently dealt with traffic violations that resulted in minor bodily injuries or significant material damage, as well as breaches of road safety regulations by drivers.
At the appellate level, courts reviewed 7,780 administrative cases involving 8,988 individuals, while cassation courts examined 10,834 cases concerning 11,437 people. As a result of these reviews, first-instance court decisions were overturned in 7,605 cases and amended in 4,980 cases.
In addition, the Supreme Court’s criminal chamber reviewed 2,441 administrative offence cases involving 2,563 individuals under supervisory procedures. In these proceedings, decisions issued by lower courts were overturned in 587 cases and amended in 304 cases.
Earlier reports also noted an increase in the number of civil cases heard by courts in Uzbekistan in 2025, including a rise in divorce proceedings.
