Tashkent’s master plan revised as city targets $14.5 billion in new development projects

The Government of Uzbekistan has approved a resolution aimed at accelerating large-scale investment projects and expanding green spaces in the capital. The document, titled “On measures to accelerate the implementation of large investment projects based on the principle of complex construction and the creation of green areas in Tashkent city,” was recently published on the national legislative database, Lex.uz.

The decree introduces substantial changes to the Tashkent Master Plan leading up to 2045. Under the new regulations, a list of 30 major real estate projects has been approved, covering a total area of 1,512 hectares. These developments, comprising both residential and non-residential complexes, are estimated to have a total investment value of $14.5 billion, funded by both foreign and local investors.

Shift toward complex construction and green standards

A primary focus of the updated strategy is the transition away from "point construction" (small-scale infill building on plots of less than 1 hectare). Instead, the city will prioritize the "complex construction" principle.

Key environmental and urban requirements include:

  • Green zones: At least 30% of the territory in large-scale renovation and reconstruction projects must be dedicated to green spaces.
  • Public parks: The "Tashkent Invest" company will establish nine new public parks across the city, covering a combined area of 139.6 hectares. These parks will be funded through infrastructure payments and other contributions derived from the new construction projects.

Industrial and territorial expansion

Beyond residential and commercial hubs, the decree highlights the creation of the "Yangi Avlod" (New Generation) industrial zone. Located in the Khoja Uchqun and Yangi Gulzor neighborhoods of the Yangihayot district, the zone will span 799 hectares. The project, valued at $1.67 billion, is expected to become a major driver of industrial growth for the capital.

Background on the master plan

The Tashkent Master Plan was originally approved in December 2024. However, discussions regarding its revision had been ongoing since last year to better reflect the city’s evolving infrastructure needs and environmental goals. The latest decree ensures that urban growth is managed through large-scale, structured investments rather than fragmented developments, ensuring better integration of public utilities and environmental protection.
