Khorezm entrepreneur fined for selling plov at discount price

An entrepreneur in Urgench district has been held administratively liable after offering plov at a heavily discounted price of UZS 7,000 to attract customers. The court characterized his promotional activity as a violation of the rules for holding public events.

The businessman, identified as Shohrukhkhon Kodirov, operates a catering establishment in the district. Between February 2 and February 4, 2026, he posted an announcement on social media stating that he would sell Khorezm-style "suzma plov" for just UZS 7,000 per portion. According to court documents reviewed by Kun.uz, the promotional price included not only the plov but also bread, tea, and salad.

The court ruling stated that the entrepreneur failed to obtain the proper permission to sell the dish at such an "excessively reduced price." However, the legal documents did not specify which organization is responsible for issuing such permits or the exact legal grounds requiring an entrepreneur to seek authorization for a price-based promotion.

"I sold it at a low price for two days just to invite customers. There were no brawls or any other incidents. I did not know that I needed to get permission from any organization to hold such a promotion," Kodirov told Kun.uz.

Following a hearing on March 17, the Urgench District Criminal Court found Kodirov guilty of violating Article 200-1 of the Code of Administrative Responsibility, which pertains to the breach of rules for holding mass public events. The court imposed a fine of five times the Base Calculating Amount (BCA), totaling UZS 1,875,000. It remains unclear how the discount directly equated to a public event under the current legal framework.
