Ministry of Health secures $300 million investment for multidisciplinary hospital in Fergana
The Ministry of Health has signed an agreement to build a multidisciplinary hospital in Fergana region, in a project valued at approximately $300 million.

The project will involve the design, financing, construction, equipping, and long-term technical maintenance of an 800-bed facility operating to international standards.
The agreement was signed by the Minister of Health, Asilbek Khudayarov; the President and Chief Executive Officer of Vision Investment Company, Omar N. Al-Midani; and the Chief Executive of KOS Construction Mekanik Elektrik FE LLC, Subtay Guzel. A private consortium comprising Vision International Investment Company of Saudi Arabia and KOS Construction Mekanik Elektrik FE LLC of Uzbekistan will be responsible for delivering the full project cycle.
The project structure was developed with support from the International Finance Corporation (IFC) and financing from Germany’s Federal Ministry for Economic Cooperation and Development (BMZ). Construction is expected to take 36 months. The ministry stated that the facility is set to become the largest healthcare project in Central Asia implemented under a public-private partnership (PPP) model.
The new hospital will consolidate five existing specialized institutions in the Fergana region into a single complex, offering tertiary-level care in areas including cardiothoracic surgery, neurosurgery, organ transplantation, nephrology, and orthopedics. It will also include intensive care and emergency units with a combined capacity of 160 beds, along with supporting clinical services.
According to the ministry, the introduction of advanced diagnostic and treatment infrastructure is expected to improve efficiency, raise the quality of care, and reduce the need for patients to seek treatment abroad. In February, the ministry confirmed it had completed the tender process for the project, which drew interest from 10 companies, including international consortia from France, Turkey, the United Arab Emirates, and Kuwait.
