New $85 million bus and truck manufacturing plant to be built in Samarkand

The document, published on the national database Lex.uz, outlines a strategic goal to increase the share of engineering in the region's total industrial production to 15% and its contribution to value-added output to 40% by 2030. This initiative is expected to create over 2,000 high-paying jobs and establish a robust export base for CIS markets.
A central component of this strategy is the establishment of a 100-hectare specialized industrial zone in Kattakurgan district. This zone will focus on the production of various vehicle categories, including motorcycles, buses, trucks, and trailers. The primary objective is to reach an annual production capacity of 10,000 units of commercial vehicles.
According to the resolution, the first phase involves five investment projects totaling $116 million, executed in collaboration with foreign partners. The flagship project is a new vehicle assembly plant dedicated to trucks, buses, microbuses, and specialized transport. The first stage of this plant, valued at $40 million with an annual capacity of 5,000 units, is scheduled to launch by the end of 2029. A second stage, requiring a further $45 million investment, is planned for 2031 to bring the facility to its full 10,000-unit target.
Beyond the main assembly plant, the industrial zone will host enterprises producing trailers and hydraulic systems, with investments of $5 million and $7 million respectively. Additionally, a $17 million project will be launched to manufacture 50,000 units of motorcycles and baby carriages annually. To support these operations, a 10-hectare modern transport and logistics center worth $2 million is expected to be the first facility to become operational, with a target date of late March 2028.
The government aims to achieve an annual local content value of $100 million through industrial cooperation and the localized manufacturing of spare parts. The Directorate of Industrial Zones of Samarkand region will oversee the administration of the site and is tasked with developing dual–education programs to ensure a steady supply of qualified local specialists.
This expansion follows significant developments in the regional automotive sector. In December 2025, the Turkish automotive group Anadolu Isuzu acquired a 75.2% state stake in SamAuto for $80 million. The investor committed to an additional $80 million in investments to further develop the plant. Following the privatization, Minister of Investment, Industry, and Trade Laziz Kudratov met with Anadolu Isuzu CEO Yusuf Tuğrul Arıkan to discuss expanding the model range, including agricultural and specialized machinery, with a strong focus on meeting domestic demand and boosting exports.
