Uzbekistan and ADB sign new $12.5 billion partnership program through 2030
Uzbekistan and the Asian Development Bank (ADB) have launched a new strategic partnership program valued at $12.5 billion, extending to 2030. The agreement was formalized during a meeting in Samarkand between President Shavkat Mirziyoyev and an ADB delegation led by its President, Masato Kanda.
The press service of the president reported that the two sides discussed the practical aspects of expanding their full-scale and mutually beneficial cooperation. Over the past 30 years of engagement, the ADB has evolved into a key strategic partner for Uzbekistan, with a current project portfolio totaling nearly $16 billion. This volume places Uzbekistan among the bank’s largest partners in the region.

To date, collaborative efforts have focused on the modernization of railway and road networks, energy and social infrastructure, and the renewal of water and sewage systems. Additionally, the partnership has supported advancements in agriculture and the private sector. The newly signed program for 2025-2030 aims to build on this foundation with a specific focus on projects totaling $12.5 billion.

During the negotiations, both parties reached agreements to cooperate in several critical areas, including the support of the mortgage market, private sector development, and the encouragement of entrepreneurship among women and youth. The program also prioritizes poverty reduction, inclusive education reforms, human capital development, and the introduction of digital innovations. Furthermore, funds will be directed toward modernizing infrastructure within special economic zones to stimulate local industry.

Special attention was also given to the promotion of major regional infrastructure projects across Central Asia. Both leaders emphasized the leading role of the ADB in mobilizing financial resources for these initiatives. Following the high-level talks, the official ceremony for the exchange of the partnership documents took place, with Deputy Prime Minister Jamshid Khodjayev representing the Uzbek side alongside ADB President Masato Kanda.
