Ulugbek Rozukulov, Chairman of the Board of Uzavtosanoat, shared details of the initiative following a presentation to President Shavkat Mirziyoyev. The meeting focused on strategic proposals to expand production capacity, deepen component localization, and increase competition within the national automotive sector.

According to Rozukulov, the joint venture with the German automotive giant will unfold in two distinct stages. The initial phase will establish large-scale, semi-knocked-down assembly operations in Tashkent. The second stage involves moving operations to the Angren Free Economic Zone, where the government has authorized the construction of a highly advanced, large-scale manufacturing plant. This facility will handle a full production cycle, driving up local component integration.

Vehicles rolling off the production lines are intended for both local consumers and foreign buyers. Uzavtosanoat plans to export the manufactured Volkswagen models to neighboring Central Asian nations, South Caucasus countries, and fellow member states of the Commonwealth of Independent States (CIS).
The partnership comes during a period of sustained growth for Uzbekistan's automotive industry, which recorded an 11% production increase in the first quarter of 2026. Rozukulov expressed confidence that Uzavtosanoat will meet the annual production target of 510,000 vehicles set by the president for this year.
To support this aggressive industrial expansion, the state automotive authorities are actively upgrading local supply chains. Current initiatives include regulating the auto components market, improving transport and logistics infrastructure, upgrading testing and certification laboratories, and integrating digital management systems alongside artificial intelligence solutions. Furthermore, the government has directed officials to work with international consulting firms to finalize a long-term development strategy for the automotive spare parts market by the end of 2026.
