The agreement was finalized during a working meeting held in Bishkek on June 20. The multilateral talks brought together the ministers of energy and water management from Kyrgyzstan and Kazakhstan, along with Uzbekistan’s Minister of Water Resources and Muzaffar Boboyev, the director of the National Dispatch Center under the Ministry of Energy of Uzbekistan.

The delegations focused heavily on evaluating the current state of regional cooperation in the water and energy sectors. Key discussions centered on deploying specific mechanisms to rationally distribute shared resources during July and August 2026, while safeguarding a stable and uninterrupted electricity supply across the interconnected regional grid.

Meeting participants emphasized that close regional coordination has become vital as Central Asian nations face steady population growth, rapid industrial expansion, and an escalating domestic demand for power. They noted that managing these shared systems collectively is the most effective way to reinforce regional water and energy security.

Beyond immediate summer requirements, the officials also reviewed broader strategies to maintain stable, synchronized operations during the upcoming 2026–2027 irrigation and autumn–winter cycles. Particular attention was paid to balancing power grid loads, sticking closely to mutually approved supply schedules, and deepening communication channels between the relevant state agencies of the three republics.

The working session concluded with the signing of the joint protocol, which establishes clear resource supply guidelines for the remainder of the summer. The next high-level coordination meeting between the water and energy ministries is scheduled to take place in August 2026.
