Government considers extending tax incentives for IT Park residents until 2040
President Shavkat Mirziyoyev has reviewed proposals aimed at strengthening Uzbekistan's startup ecosystem and improving the business environment in the telecommunications and information technology sectors, including a new initiative that would allow foreign IT professionals to establish businesses remotely.
The presentation also outlined plans to expand IT services exports and accelerate the development of the country's startup ecosystem. By 2030, Uzbekistan aims to increase IT services exports to $5 billion, establish 5,000 active startups, and attract $2 billion in investment.
Officials noted that Uzbekistan has climbed 31 positions in the StartupBlink international ranking and was recognized as the world's fastest-growing startup ecosystem. Tashkent ranked first among Central Asian cities, while Samarkand and Fergana entered the global top 1,000 startup cities for the first time.

To further support the sector, the government is proposing the launch of the Talent Hub program. The initiative would enable foreign specialists and investors to register companies remotely, open bank accounts, and obtain international bank cards without having to be physically present in Uzbekistan.

The proposals also include extending tax incentives for employees of IT Park resident companies until 2040, as well as expanding the IT Visa and Zero Risk programs.
In addition, the government is considering broader support measures for IT service exporters. These include partially reimbursing salary expenses, costs associated with relocating foreign clients and specialists, and expenses incurred in obtaining international certifications.

The proposals were presented to the president for consideration as part of the government's broader strategy to strengthen Uzbekistan's position as a regional technology and innovation hub.
