Uzbekistan waives import duties on modern trucks and trailers until end of 2027

President Shavkat Mirziyoyev has signed a decree introducing customs incentives for the import of modern freight vehicles, exempting eligible trucks and semi-trailers from customs duties and recycling fees through the end of 2027.

The measure is set out in presidential decree No. PP-251, the Customs Committee announced.

Under the decree, customs duties and the recycling fee will be reduced to zero for imports of Euro-5 or higher standard trucks, as well as semi-trailers with a cargo volume of at least 76 cubic meters and/or a maximum gross weight of 15 tons or more.

The exemption applies only to vehicles manufactured no more than five years before they are imported into Uzbekistan.

The decree also includes safeguards against misuse of the incentive. If an imported vehicle benefiting from the exemption is re-exported within three years of its import, the owner will be required to pay the full amount of customs duties and the recycling fee. The exemption will also be revoked if the vehicle's customs classification code changes as a result of modifications, unless the conversion is carried out solely to switch the vehicle to a different type of fuel.

In addition, trucks and semi-trailers that comply with European Union standards will be temporarily exempt from the requirement to obtain a mandatory certificate of conformity upon import. The president instructed the relevant authorities to adopt the necessary regulatory act to implement this provision.

President Mirziyoyev first announced plans to extend customs duty and recycling fee exemptions for Euro-5 and higher standard trucks in February 2025. At the time, the government said the measure was intended to increase the share of Uzbek transport companies in the international freight market.
