Government sets new limits on mobile advertising and strengthens consumer protections
Uzbekistan will prohibit advertising calls and text messages sent without a subscriber's consent under new rules that also ban mobile advertising during evening and nighttime hours.
The measures are set out in a presidential resolution on improving public services and creating additional conveniences for citizens, the Ministry of Justice said.
Starting from November 1, 2026, businesses and individuals will be allowed to send promotional SMS messages offering goods, services, or works only after obtaining the recipient's written or electronic consent.
Companies providing advertising call and SMS distribution services will also be required to register their information systems in the state register of personal data databases before they can operate.
The new regulations will also prohibit advertising calls and messages sent through mobile networks between 6:00 p.m. and 9:00 a.m.
In addition, mobile network operators will be required to fully or partially block advertising calls and messages at the request of subscribers.
Failure to comply with the new requirements will constitute a violation of legislation governing advertising and personal data protection and will serve as grounds for enforcement measures.
The presidential resolution also introduces several other changes aimed at simplifying public services.
Beginning October 1, 2026, any changes to a citizen's surname, given name, patronymic, or date of birth will be automatically reflected in the information systems of government agencies through the interagency electronic data exchange system.
The document also exempts minors from paying state court fees when they independently file lawsuits to protect their rights.
