Anti-Corruption Agency flags UZS 1.5 trillion in unpublished government spending decisions

The agency told Gazeta.uz that regional and district administrations withheld 24,241 decisions from public access, accounting for 28.5% of the 84,990 documents adopted through the E-qaror electronic decision-making system between January and June.

Although the share of unpublished decisions declined compared to a year earlier, the agency noted that almost three out of every ten local government decisions remain inaccessible to the public.

The monitoring is conducted under presidential decree No. UP-270, which introduced new mechanisms for overseeing the drafting, adoption and publication of local government decisions through the E-qaror system.

Transparency improves, but gaps remain

During the first half of 2026, local authorities made 60,749 decisions publicly available, or 71.5% of the total.

In the same period of 2025, local governments adopted 81,117 decisions, publishing 55,255 and withholding 25,862.

Compared to the previous year, the total number of decisions increased by 4.8%, while the number of published documents rose by almost 10%. The number of unpublished decisions fell by 6.3%, reducing their share from 31.9% to 28.5%.

The most significant improvement was recorded in Tashkent. The proportion of unpublished decisions issued by the city administration and district administrations fell from 49% in the first half of 2025 to 36% in the same period this year. In absolute terms, the number of unpublished documents nearly halved, dropping by 1,236 to 1,335.

Fergana region also recorded notable progress, reducing the share of unpublished decisions from 28% to 22%, while the number of published documents increased by almost 23%.

The share of unpublished decisions declined from 21% to 16% in Andijan region and from 40% to 35% in Surkhandarya region.

Further improvements were recorded in Namangan region, where the figure fell from 26% to 22%; Bukhara region, from 33% to 29%; and the Republic of Karakalpakstan, from 35% to 31%.

Smaller declines were observed in Tashkent region, Syrdarya region, Kashkadarya region and Khorezm region.

Samarkand region posted only a marginal improvement, with the share of unpublished decisions decreasing from 42% to 41%. It nevertheless recorded the country's highest absolute number of unpublished documents, with 2,969 decisions withheld, up from 2,510 a year earlier.
