President Shavkat Mirziyoyev announced the measures during a dialogue with entrepreneurs.
The down payment required to purchase a state asset will be cut from 30% to 15%. Buyers who pay the full amount within six months will receive a 25% discount, while entrepreneurs who pay half the purchase price will be allowed to pay the remainder over seven years without interest.
State-owned property that remains unsold for three months will have its starting price gradually reduced by up to 10%. The auction period will also be cut in half.
The process for purchasing land for construction will be simplified. Instead of requiring entrepreneurs to spend six months to a year obtaining permits after winning an auction, local authorities will offer land together with a construction permit, architectural and planning assignment, and project documentation as a ready-to-use package.
Entrepreneurs purchasing such land will be able to start construction immediately. The advance payment for infrastructure charges will also be reduced from 20% to 5%.
In addition, the government will allow the sale of around 2,500 properties currently held on banks’ balance sheets, with a combined value of UZS 9 trillion. The assets will be offered at discounted prices without a down payment and with interest-free installment payments. Buyers will also be exempt from land and property taxes for one year.
The government has also prepared a list of 50 products targeted for priority localization. Bonded industrial zones will be established in parts of the Navoi, Jizzakh, Namangan, Urgut and Hazorasp special economic zones to support their production.
Companies operating in these zones will be exempt from all taxes and customs duties when importing raw materials and components. If the localization rate exceeds 30–40%, additional preferential terms will apply when the products are supplied to the domestic market.
The bonded industrial zones will bring together research and development centers, laboratories, engineering services and technology providers in a single production chain.
The government will allocate $50 million to provide entrepreneurs with ready-to-use buildings equipped with the necessary infrastructure.
