Speaking at the seventh summit of the Conference on Interaction and Confidence Building Measures in Asia (CICA) in Azerbaijan, Mirziyoyev said stronger dialogue and predictable relations between states were essential to preventing conflicts and finding mutually acceptable solutions.

He voiced concern over armed conflicts in various parts of Asia, warning that their consequences extend beyond the areas directly affected, threaten regional security, damage the global economy and affect millions of people.

“Our position remains unchanged. All conflicts and disagreements must be resolved exclusively through peaceful, political and diplomatic means, on the basis of international law and respect for the interests of all parties. It is crucial to prevent further escalation,” Mirziyoyev said.

He also expressed concern over the confrontation in the Middle East and the humanitarian situation in Gaza, calling for the swift restoration of peace and stability in the region.

“When dialogue weakens, the risk of wrong decisions increases. We must therefore do everything possible to prevent political differences from turning into armed confrontation,” he said.

A framework for trust in Asia

Mirziyoyev said CICA’s main objective should be to build a comprehensive framework for trust across Asia, based on predictable conduct and the fulfilment of commitments.

He proposed drafting a concept to define the forum’s main priorities and set out concrete measures to strengthen connectivity and cooperation. These would include joint transport and energy projects, expanded trade, digital links, and cultural and humanitarian exchanges.

“Ultimately, trust between states must become a lasting and solid foundation for our relations, regardless of the prevailing political situation,” the president said.

AI and climate cooperation

Mirziyoyev also put forward an Asian initiative on technological trust and the responsible use of artificial intelligence. He proposed establishing an expert platform within CICA where specialists from member states could develop common recommendations and coordinate practical measures.
