The Agency for Assessment of Knowledge and Qualifications explained the change after registration for national certificate exams closed within a short period in some regions.
Under the new procedure, the agency determines the test venue, date and number of seats allocated to each region. The information is published on the agency’s official website and the Single Interactive State Services Portal.
Applicants are registered through the portal within the number of seats allocated to their chosen region. As a result, registration in a particular region or city may close once all available places have been filled, even if the overall application deadline has not yet passed.
The new procedure was introduced by Cabinet Resolution No. 411, dated July 29, 2026.
A total of 496,303 places have been allocated for national certificate exams scheduled for September–December 2026. Of these, 125,753 places are available in September, 129,535 in October, 112,335 in November and 128,680 in December.
The number of exam sessions has also increased. From September through December 2026, national certificate exams in mathematics, chemistry, geography, biology, physics, native language and literature, and history are scheduled to be held twice each. One exam session will be held for law, bringing the total to 15 exams.
During the same period in 2025, 11 national certificate exams were held, with 255,217 applicants taking part.
The agency said the allocation of seats by region is not intended to restrict applicants’ participation. Instead, the system is designed to ensure that exams are properly organized based on the availability of venues, technical equipment, staff and monitoring capacity, while distributing the workload among regions and allowing results to be announced on time.
The agency advised applicants planning to take a national certificate exam not to wait until the final days to register, as all places in their chosen region may be filled before the official registration deadline.
