ADB to help attract investment in school construction

The Ministry of Public Education of Uzbekistan discussed the construction of new and reconstruction of existing schools in the country through public-private partnerships, the ministerial website reported.

In other words, according to the project, the construction, reconstruction and maintenance of public schools will be carried out at the expense of private investors with the condition of making certain payments by the state partner during the term of the agreement.

A joint project with ADB is under development. With its successful implementation, according to experts, it will become possible to build and repair more schools without additional burden on the state budget, as payments will be made in installments over several years. Moreover, in order to receive these payments, private investors must fulfill certain conditions for the quality of construction, repair and maintenance of buildings.

The project does not provide for the transfer of public schools to private investors or the opening of paid schools. Investors will be attracted only to create the infrastructure, and the MPE will ensure the provision of quality educational services.

Also, issues of ensuring the quality of construction, reconstruction and maintenance of buildings of secondary schools, as well as the next steps to launch the project were considered.
