Uzbekistan to introduce efficiency rating system for citizens’ councils

The Cabinet of Ministers has adopted a resolution on improving the efficiency rating system for citizens’ councils, Norma writes.

The decision approved a regulation on rating the effectiveness of the activities of citizens’ councils, providing the general bases for the rating; basic indicators and methods for evaluating the effectiveness of citizens’ councils; transparency of the rating procedure; procedure for encouraging the staff of citizens’ councils and persons working pro bono.
 
Ministries, departments and other organizations will receive the necessary information at the request of the units of the Ministry for Mahalla and Family Affairs in Karakalpakstan, the regions, and the city of Tashkent. 

In addition, the Council of Ministers of Karakalpakstan and the khokimiyats of the regions and Tashkent city are instructed to allocate funds from additional income sources of local budgets to encourage workers and volunteers of citizens’ councils.

It is also planned to involve the Ministry for the Development of Information Technologies and Communications, to create and approve a project and technical documentation of a portal for an automatic rating system for citizens’ councils by December 1, 2020. Launch of the portal in the test mode is scheduled for May 1, 2021. All costs will be covered by the sources of the fund “Obod va xavfsiz mahalla” (Prosperous and safe mahalla) under the Ministry for Mahalla and Family Affairs.
