Public functions transferred to private sector may be tripled by 2023

According to the draft development strategy, the number of public functions transferred to the private sector will be tripled by 2023 in order to streamline the administrative apparatus of public administration. In particular, it is planned to transfer state control to the private sector in the field of fire safety, quality control of education, certification of medicines, Gazeta.uz reports.
At the end of December, the draft presidential decree on the development strategy for 2022-2026 was announced for discussion.
One of the proposals made by the Ministry of Justice is streamlining the administrative apparatus in the public administration system and optimization of work processes.
To this end, it is planned to triple the number of some public functions transferred to the private sector, expand public-private partnerships and the widespread introduction of digital technologies.
It is planned to accelerate the decentralization of public administration and ensure the transparency of government agencies.
While addressing the challenges of regional development, it is aimed at organizing the effective work of territorial departments of public administration at all levels.
It is planned to develop and adopt a draft presidential decree on public functions, which will be transferred to the private sector by December 2022.
It is expected to involve representatives of the private sector in functions in some areas of state control, including fire safety, quality control of education, certification of medicines.
Reportedly, areas with high efficiency in attracting the private sector will be identified and some public functions will be transferred to the private sector.
In addition, increasing the role of local executive authorities and territorial public administration bodies in resolving issues at places through decentralization of public administration is also considered a priority.
At the same time, the main focus will be on developing a procedure for the transfer of functions and powers of public administration to the territorial public administration and local government by the end of 2022.
In addressing the challenges of regional development, the effective work of the territorial departments of public administration at all levels will be organized, including the introduction of digital technologies.
Public hearings on the project will continue until January 14.
